Meet Mike Berlanga — The Force Behind Texans vs Taxes
CPA. Licensed Real Estate Broker. Senior Property Tax Consultant. Certified Property Tax Arbitrator. Born and raised in San Antonio with 40+ years of experience fighting for Texas property owners. The only professional in San Antonio who holds all three licenses — giving you an advisor who sees the complete picture.
A Career Built on Defending Texas Property Owners
Mike Berlanga is a San Antonio native who has spent over four decades helping Texans navigate the intersection of tax, real estate, and property valuation. He holds a Bachelor's degree in Accounting from St. Mary's University — completed in just three years — and a Master's in Professional Accounting with a concentration in Taxation from the University of Texas at San Antonio.
He began his career in the tax departments of major national accounting firms, where he developed the analytical precision and financial rigor that still defines his work today. By 1990, he had launched his own firm, Resolutions Now, Inc., to serve clients directly — representing property owners before the IRS and county appraisal districts, brokering real estate transactions, and providing CPA tax services.
What sets Mike apart isn't just his experience — it's his combination of licenses. He is the only professional in San Antonio who holds all three: Certified Public Accountant, Licensed Real Estate Broker, and Senior Property Tax Consultant. He is also a Certified Property Tax Arbitrator. This means when he evaluates a property for a tax protest, he brings the financial analysis of a CPA, the market knowledge of a broker with MLS access, and the legal and procedural expertise of a senior tax consultant — all in one advisor.
But Mike's work goes beyond individual clients. He founded the True Tax Center and the Texans vs Taxes movement to provide free property tax education across Texas. He's traveled the state hosting seminars, training homeowners and business owners to understand their rights, and helping communities form local taxpayer associations. He currently serves as President of the Christian Business Chamber of Commerce in San Antonio and sits on the board of the Bexar Taxpayers Association.
His commitment to systemic change led him to run for public office — Texas State Senate (District 19, 2012), Texas House (District 117, 2018), Bexar County Tax Assessor-Collector (2020), and Texas Comptroller of Public Accounts(2022 and 2026), where he earned a San Antonio Express-News endorsement. He has been featured by the Texas Public Policy Foundation and Texas Scorecard for his expertise in property tax reform.
Mike also serves as an Adjunct Professor at UT Health Science Center, teaching the next generation about financial and tax principles. Whether he's in a BCAD hearing room, a courtroom, a classroom, or a community seminar, the mission is always the same: defend Texans from a broken tax system.
Why Three Licenses Matter More Than One
Most property tax consultants bring one perspective. Most brokers don't understand tax implications. Most CPAs don't know real estate markets. Mike brings all three — and that changes the outcome of every engagement.
Certified Public Accountant
Master's in Taxation from UTSA. Trained at major national accounting firms. Analyzes property valuations with CPA-level financial precision — depreciation schedules, income approaches, cap rate analysis, and 1031 exchange planning that standard tax consultants can't provide.
Licensed Real Estate Broker
Direct MLS access to comparable sales data — the same evidence appraisal district appraisers use. Understands San Antonio neighborhoods, market trends, and property conditions from decades of active real estate practice. This isn't secondhand data — it's broker-level market intelligence.
Senior Property Tax Consultant
Certified Property Tax Arbitrator. Knows the protest process from filing through binding arbitration and district court — evidence standards, appraiser tendencies, ARB hearing procedures, and the legal arguments under the Texas Tax Code that produce results.

Texans vs Taxes — A Movement for Taxpayer Rights
Texans vs Taxes isn't just a business name — it's a statewide initiative to educate property owners, organize communities, and drive permanent tax reform. Mike believes that individual tax protests are the first step, but systemic change requires organized action.
Mike has traveled across Texas hosting free educational seminars where property owners learn how the appraisal system works, how to file effective protests, and what evidence produces the best results. No sales pitch — just the knowledge to defend yourself.
Texans vs Taxes helps communities form local taxpayer associations — providing organizational guidance, legal documents, and training at no charge. These associations give property owners a collective voice when dealing with appraisal districts and local government.
Mike works with legislators and policy organizations like the Texas Public Policy Foundation to push for meaningful tax reform — not political talking points. His goal is a system where property owners aren't taxed out of their homes by a process they don't understand.
Texans vs Taxes trains home service companies — roofers, plumbers, painters, and more — to write estimates that double as property tax protest evidence. Homeowners save on taxes, then reinvest those savings into the home improvements they need.
